No Draft List Penalty: If you do not submit a draft list within 30 minutes of your pick being on the clock, you are not able to send your player to the D-League and your pick will be auto'd

I like a combo approach if possible. Lotto picks are auto'd and the team is ineligible to use D-League features for the year. Non-lotto is automatic forfeiture. Might also be a good idea to reward lists as well.
If you make it an incentive say "1 free scout" or $50/$100 for submitting a list I think you'll end up with people being more likely to actually do a list.

it's usually loto picks that take time, typically because these GM's probably aren't as active as the "better" teams. (obviously that's not every GM)
so if your gonna do this, it should be going after the bigger problems, the problem with that is any penalty you put on a loto pick might be to severe.

I kind of agree with you here. I think people with lotto picks often try and trade them. I think that this rule should be revised that there be a time limit if you are not currently on the boards. What do you suggest?

the draft is something you can't find appeasement for. If you put time limits, people will complain about not being around when their pick comes up. If there's no time limit people will complain about the draft going too slow. If you force draft list on people....... Well then I don't think I need to say no more. There's a reason why this has been a problem for so long.
If there was a suggestion to be made it would have been put in place by now and this wouldn't be a topic, that's how long it's been a problem.

Lists suck sometimes bc you don't even get to scout or anything early on. I check up a lot so I won't usually have s problem but for others who work full time and stuff it's not the same
