gets rid of shitty deals (like T.Jones deal on DC). Also gives teams a chance at a complete rebuild vs having players they would probably have to deal away to rebuild.
Other then Mikan no one really great hit FA despite two teams going through this (Davis was an FA anyways, Beals declining) on the flip side, just look at all the salary DC tried to add just to save their team and fail.
